What to check in an offline app blocker
If the internet drops, your local rule should still make sense.
Separate local protection from online services
A local rule is saved on the device that enforces it. Sign-in, store purchases, downloading content, and exchanging updates with other devices are separate operations. An app being available offline does not make those online services available offline too.
Try a small test before relying on it
Complete permission setup while connected. Protect one nonessential app. Turn off Wi-Fi and mobile data, open that app, and check the block. Complete a built-in habit, return to the app, and check the earned access window. Finally, verify that the rule returns after access expires.
On a Mac, keep the blocker running. On a phone, battery restrictions and revoked permissions can affect protection independently of connectivity.
